Maybe could it be possible to make an other one for increasing command point ? For giant battle, like an improvement buildable on each planet you got adding +20 command point. Giant Fleets :DDD
Not tested yet but as idea i would make events for natural spawn of android factions on the unique ex-Endless worlds tagged as IA/bionic research facilities if not coloniced or special events if they've been, may be even forcing the major factions to fight or fly from those systems if not handled it well.
I think Amplitude is adressing the lack of events for these planets but mod inclousion sounds fitting, even more when is something quite lore-friendly.

Robocracy - as a government type - with themed laws
Events, quests - uprisings, sentient AI, blah blah... Matrix...
But with all this I would pretty much go for entire major faction affinity (available as a conversion of pop - UE style) inspired by for instance Matrix when all non-robot faction pop is dismissed as a fuel source and you become a race of robots instead.

Yet why give/have it be that they have the same name, without explaining that they are not the original race, being that the name refers to both "the clockwork race" or "Labour Intensive Robots" separately.
But why not just say "Automata Fabrication", as synonym to avoid any confusion in the future, especially for a probable New Major Faction release or reboot on this very E.S.1 faction.
