These things are not impossible, but not with the build plan you show
ridiculously high upkeep cost, here are some answers for ya:
where i placed the loot is comleatly optional, one could just replace the large furnace with loot and put the furance outside the base for an example.
and about the upkeep, you can create some spaceing between the honeycomb and the corridors, basicly create diffrent zones and give each one there own TC, this will on the other hand not change the total upkeep cost but it enables you to focus more on specific parts of the base since if the resources run out, the entire base wont crumble at the same time.
