I have Extended Spawnmenu and the materials aren't appearing.

Because it doesn't work that way. You have to manually find them in the extended spawn menu's material tab.

For some reason the eye pack isn't showing up in my materials, even though I have all the needed things for it to work.

scroll to select and i have to copy to clip board and then paste it into the submaterial tool

Because you're not using it right. You need to use the submaterial tool to select only the eyes.

It sounds like a mod conflict then. Try finding the octoling pack in your addon folder and delete it.

I did, but there's something else that doesn't seem right. The original octoling eye color pack is still in my addons, even though I unsubscribed to it a few months ago.

I don't know what you want me to do. I checked the file I uploaded and everything was there. Try resubscribing to it.

D-Mar, I just noticed a problem. The only color for the Octoling Eyes is cream. The rest disappeared.

I just did. Use the scroll wheel on you mouse to scroll down to the eyes and place the material there.
