The missing prop is "Police car prop" by Avanya. You can configure loading screen mod to to print out links to missing dependencies.

It seems that the Police Car Prop is not optional after all, it's reported as "Assets that are missing"
when loading the game.

Some might consider it cheating, but I think the stats of this station are actually far more realistic, at least for anything other than extremely high density areas. The game engine seems to use the flawed assumption that every building has criminals in it and the only thing stopping them is a squad car driving by. A town with 6,000 people does NOT need 2-3 police stations and 30 squad cars on patrol to keep crime under control.
