Could be. I'm thinking of the sides of the sheep on picture 6. Or maybe they're brown on the back and white on the belly.

I think the stange shading you see is caused of the grass.

Yes I have, It's just because it's very very low poly. My Model had over 5000 Polys and I hand to strip them down hardly.

Did you remember to invert the red channel on the normal maps? Some of the sheep have some strange shading in their wool, which could be that. Cities: Skylines is weird compared to most other programs that use normal maps.
