@mforddog The Marked Men don't function as a Tribe, their leaders are territory leaders and focus on maintaining The Divide to impress their "Legate" of which all Marked Men fight for. Which is also tearing them apart. So if they did have stable Leadership, their beliefs and The Divide will tear their faction apart in a very short period of time, even if they didn't believe about the Legate, the fact that The Divide is unstable and is highly dangerous, the chances of their faction being long-lasting would be very, very small.
