Why is this (old) design back?

You can get a 17 ton gun to throw projectiles at 100km/s, use BOPP for your capacitor, replace your barrel armor with grapite aerogel, use VCS for your armature. Create the projectile using a radiation shield, make it out of osmium, and it should be as thin as possible.

Also replace the momentum wheels with electric actuators. Way better for something that size

I have something similar, exept 20 times lighter and half the cost, swap the barrel to your preference of gel and the rails to zirconium steel, as the needed voltages make conductivity irrelavant.
