I'm using it and the AI doesn't confederate. You might have a conflict with another mod.

Hey, tried thismod and it seems to no longer be in working order as the ai confederates like mad again. Just wanted to bring it to your attention in case you're still maintaining this mod

You can just use this. Crynsos's mod hasn't been updated in forever and was causing bugs with Norsca, so I fixed it.
