I had already removed all other custom mods, but this time I disabled both expansions (R&F and GS) and went back to vanilla. Re-enabled No Barbarian XP Cap mod, started new game, verified it worked. Re-enabled R&F expansion, started new game, verified it worked. Re-enabled GS expansion, started new game, and verified... it worked.
Sooo, I'll guess I'll just leave this here in the off chance it may help someone out. Assuming I'm not just going crazy.
You can still play Standard and Rise and Fall rulesets with the mod enabled, however, just not Gathering Storm.
Great mod
But really, I'd have used that other version instead of making this one if I'd found it. I didn't notice it when I searched the workshop, so I made my own. They can now happily coexist.
Don't try using both. You won't get double XP.
