I'm afraid it would be need to change in-game files with ideology scripts or make a special event which one would be activate at the beginning of game.

Great mod, actually works! When using the command "event faction.1 {country tag}" it allows that country to create factions (with the exception of democratic rules like a threat level requirement.) However, if you want EVERY country to be able to create factions, you have to type in each and every country tag. Is there a way around this? I already tried just using "event faction.1"

Update this is a really good mod

You could do this in game by hitting the ~ key and opening the interface. Then type 'allowdiplo' and it will let you create a faction. 'yesman' or 'ai_accept' - I think - will force the AI to agree to your diplomatic action. Type them again to toggle them back off. (you can find all the console commands online)
