You should totally add a cloak that mostly covers their armor. Like a jedi cloak but scrappier like Old Ben's/

Because it is quality body armor that he is used to and that can save his life. Any time he has to go into a dangerous situation toss on the armor and wear a bulky cloak or just toss on the armor and you automatically have a greater chance of survival.

why would a deserter keep his armour?
I feel that would be highly impractical
