Great idea. I enjoy being maxxed on perks
That's Arnleif and Sons Trading Company in Markarth, Pawned Prawn in Riften, Bits and Pieces in Solitude, Belethor's General Goods in Whiterun, and Sadri's Used Wares in Windhelm.
Just realized that the previously-thought "randomness" appears to actually be very deliberate and predictable. (...to a point.) The lowest skill-requiement Perk will be given, and only if there is more than one skill at the same skill requirement will there be a level of "chance" involved.
Now if only my luck at finding the correct skill types that I'm actually looking for would improve...
otherwise, mod works as intended. great job.
Well, as long as the amount of times it can drop is unlimited but yet with a very small chance.
