to fix your mod you need to add defines before the .txt in the defines file as well as change the code to this
NGameplay = {
MAX_FRICTION = 0 # Max friction (total)
FRICTION_FROM_BORDERING_SYSTEM = 0 # Friction for each bordering system
}
without the brackets and NGameplay it will ot register the change

Works on 2.7, but you need to wait about a month in-game for effect to apply

I met several lovely, welcoming pacifist empires and within two years they'd declared war on me because of "border friction".

Screw that noise; it goes too high.
