FWIW, Shiryu II i believe was the luchador Fantasik who did a few tours of Japan, a few times in Michinoku Pro where he worked a tour as Shiryu II

Heisei Delfin Man, there was a reference to him in the same thread as the other mystery man.

Twitter conversation about FPD between two people leads me to believe it might be another Dorimaga thing or just a total joke about... something I don't understand.

I got "Hesei period" for the name and "emergency" or "mistake" for the nickname. No help there.
