You use the "", it is used for more than one word phrases in the code
To use with conversion mods, like A Game of Thrones Mod, you need to add a dependency, use notepad to open sinocide.mod in the mods folder and add a dependencies line, E.G. ***\Documents\Paradox Interactive\Crusader Kings II\mod
AGOT example:
dependencies = { "A Game of Thrones" }
Do I include the " " around A Game of Thrones, or is it just to show how any conversion mod can be put there?

There were more pros then cons when you look at it in real life just with the Romans when it comes to the actual battles. Promblems really are is the military was nothing but politicalize and anyone who had the money could have their own army which was a problmem that was always around just the Romans.
The real cons are cost to have them will be high paying for gear, supplies, training and organizing them will be a bitch and that's not counting the time to raise them and lastly the manpower is going to be smaller to pick out the best of the best which know is hard to come by. However on the upside with pros you don't have to do anything else after all of that is done and you can just declear war and they are fully ready to go, and in the long run they be able save you more money.
Could also be a way to feel like your dominion develops and evolves over time (phasing out peasant armies for a dedicated, professional military, with both pros and cons), especially with requirements such as military organizational tech minimums, imperial administration, or similar.

The Mod name was "Legion_Mod"
I always wanted to try to have a standing Army like those Roman goys.
Maybe custom, *Raise tribal army* style, per-county decision to raise a force of payed, mixed infantry? That one would be some work.
Yearly, non-overconvoluted check to remove and adjust forces and all.
