If that doesn't work, go to Documents/My Games/Sid Meier's Civilization V/Cache, and then delete CivVModsDatabase.db. Then, when you load the game, it'll build a new database, and in doing so, download or unpack any mods that haven't downloaded properly. Be warned that this might have adverse affects, like force-updating mods or deleting mods that have been removed from the workshop, so I'd make a backup of your mods folder to be safe.
Still, your suggestion might be right. I'll consider buffing them in some way, but I'm not sure how right now - plus, I'm working on a different mod at the moment.
And remember, in the game, Spartans were still beatable, despite being immensely powerful. There's a reason why the Master Chief was the only one left by the time of Halo: Combat Evolved.
It occurs to me that you're asking me to change the unit graphic to only display one single XCOM Squad member? Is that what you meant and I completely missed it?
