Do this
0. open the particle menu
1. go to the "Header" Constrain distance to control point ( its at the bottom at the list)
2. look for maximum distance & minimum distance
3. Change both numbers to the same, if you don't, when it plays it moves back and forth between two different points. Think of it like something moving in step, but with a Jitter.
