Sounds like they'd be fun Militarist/xenophobe/egalitarians. Probably Warrior Culture (mostly for the "assembly of clans" title) and either destinguished admiralty or somesuch.
I was thinking about a mountain-dwelling satyr race, based on the ancient illyrians that inhabited the western coasts of the balkans and were known for practicing sea-borne piracy, raiding of the bordering nations and forest/hill ambushes. A warlike conglomeration of tribes (Assembly of Clans or Warchief as their leadership) that is rarely trusted by their neighbours due to their piracy habits.

And both males and females does have horns.
So the choice of the female variant not having horns does seem a bit odd to me.
But otherwise, great work.
Ever thought of doing alternative clothing sets for certain races? Admittedly I've never liked the default clothing on the fox race, males especially. The robes look so *boring.*
