"That could be because that mod uses a X2AmbientNarrativeCriteria hook. ADVENT Avenger had this to say over in the "Evac All - WotC" Discussion:
If anyone has a problem with ["Evac All - WotC"] not kicking in, you are currently using one of your other mods that has a X2AmbientNarrativeCriteria hook. This hook breaks WOTC mods, and ["Evac All - WotC" shows it] the most. You need to stop using the legacy mods and find new versions. You can find out what mods you have that are broken in WOTC by searching inside "C:\Program Files (x86)\Steam\steamapps\workshop\content\268500" for anything that contains X2AmbientNarrativeCriteria and ends with .UC."
I discovered a lot of Juravis' mods use X2AmbientNarrativeCriteria. Once I removed those mods this one ran just fine. Thank you Dragon32 for this information
That's RPGO. It's also possible to right-click a YT video and "copy video URL at current time"
As far as LWOTC goes, I'm not sure, but I don't think this mod works with it. I'm pretty sure LWOTC does something similar by itself.
Are you using RPGO?

When I reroll a soldier with the RPGO commands, it doesn't roll new stats for them, but instead slaps them with the generic base stats.
It depends on the difficulty you are playing on, assuming normal difficulty, should be:
; Hitpoints: [default values result in HP values of 6 - 8 on Normal Difficulty with a reduced chance of rolling very high HP]
+CHANGE_STATS = (STAT = eStat_HP, RANGE = 1, SHIFT = 2, COST = 10, PLUSONE = false, CHANCE = 65)

But yes, this mod can increase psi offense if you uncomment that line (and fix the typo) and maybe add a few to the total points.
For the Psi Offense setting (disabled by default), it says "+CHANGE_STATSE = ..." but it should say "+CHANGE_STATS = ..."

The Amalgamation mod probably modifies the XComGameData_CharacterStats.ini
If the base stats are changed then PBNCE will be affected since all PBNCE is doing is adding stats onto the base values.
This issue I'm having is I have SGTs with over 80 aim and 15 or 16 mobility without any additional buffs from cover actions or PCSs.

Where this file located? Couse i only found XComPBNCE_Version. Way is "D:\Users\User\Documents\My Games\XCOM2 War of the Chosen\XComGame\Config\XComPBNCE_Version"
Not 100% sure what you're asking, but try editing XComPBNCE.ini
Do you have another mod that may override the settings from this, like HP for All ?
i don't know the other stats but since it's the fourth time i've tried and all the hp follow this pattern i know that i have a problem somewhere but i have no idea what it could be.
i have unsub and resubbed, and cleared my mod list and redid it already but it's still like that
