I think Bethesda goofed up, and meant for them to be obtainable from clams, as they were in Morrowind AND Oblivion.
Also, with the giant's toes, would it be possible to actually make them drop say 5-10 toes, but make them worth 1/7.5 as much? 7.5 because it's right between 5-10 and would average out to be the same value overall.
Besides in the vanilla version they are way too rare to be of any use, and I gave them a "drop" rate of about 20%, making them still rare.
I just thought it was weird that every single giant only yields one Toe.
@Grawderu: The blessing gives 20% cooldown reduction, but because they decided to use a variable where 1 = 100%, it removes 0,20 from this variable. This 0,20 is then used in the message, so it actually says 0,20% which is then rounded down to 0. I only changed the message to display 20 instead of 0.
