from town_in_box_configurable_startplace.lua you'd be left with a mod that starts without buldings and should, I think (I haven't tested it so I don't know if something will give the game caniptions), ignore all buildings without problem and lets you set the number of people you want. If you do that you'll need something like my small stockpile mod that gives you warehouse capacity in order to play because you probably won't be able to build anything without a warehouse equivalent. You could also leave the warehouse code alone and choose 0 for all contents in the options which would leave you with an empty, usable building.
