Yes it will be something like that, units will take damage if they end their turn on a mountain tile (30 damage right now, but that could still change) and this will not apply to dwarves
btw, i just updated my Citystates mod with 12 new ones and had to update the Map with their start locations anyway so i fixed the Iron Hills capital, it should now always possible to capture
As for the envoy ability, if it won't work, I understand, but I'm sad to see it go. That ability really incentivizes making numerous small border skirmishes outside of mordor where you may otherwise just opt to hunker down. All that said, the mod is great so far. The Nazgul--or at least Nazgul armies--may be too op, but I'll have a stronger opinion about that when i eventually play against them!
as for that map and Iron Hills, ill probably move the Iron Hills start to the edge of those mountains(they are semi randomly generated). also: next version the mod will have everyone beeing able to pass mountains (and the dwarves do it with less drawback)
1) mordor eventually stops receiving envoys for taking cities. is there a cap in the game itself or the mod?
2) there is no way to take the iron hills as mordor. domination victory is effectively impossible
This will in no way won't stop me from hunkering down beside Mount Doom to survive the onslaught of the world of man on deity, but it makes that point in the game where i turn the tide feel a little less rewarding since I can't take their capital.
