There's no reason for this mod to ship the XComGame package, it doesn't do anything. You should delete it.
I had similar feelings as you back in the day, so I made my tweak of this mod (with permission) which you can find here:

Specific changes and a link to a non-WotC version included in the description. I don't even remember what I changed any more - haven't touched this game for years.
That's what the Resistance classes do to let them use their special armour sets. I'm pretty sure that tag didn't exist before the DLC since there weren't any Psi-Ops specific armour sets. I haven't checked, but there should be a similar tag for all the Vanilla classes.
Also, correct me if I am wrong: Psi ops are no longer trained in Psi lab, which means there is no need building one but researching psionics is still a must for better psi amps.
Have you considered modding psi lab as well? My first idea would be to remove the regular psi class and make psi lab work as a training center for the Gifted. So if you wanted a super soldier you would have to build psi lab and then actually BUY additional psi skills for ability points.
