you can use it online but it will be buggy, if you use it offline it will work fine

You can play offline if you select "Single Player" mode when creating a server

Some skins can work in multiplayer when they're not replacing the correct weapon.

For example, this Scar-h's skin is supposed to replace the sg552 (from Counter-Strike Source) but in this case i forced the Scar-h to replace the galil and it works offline, but online the reload animation it's wrong.

i though any skin could be ported to any weapon with only having to change reload speed and shooting speed

I don't know, this skin is actually for sg552 but i made it for galil. Maybe that's the problem.
