What? You don't know? Dude, this is easy. You need Paint.NET + Plugin with reading *.vtf files for Paint.NET

Then you need import *.vtf files of models and then repaint this material.

And last part — you need test this texture in game.

Just need to figure out how to make these as models/player/Combine_Soldier.mdl and not models/Combine_Soldier.mdl :(
