It is not; rc1a is an obsolete version. The current version is just koth_cascade and is included with the base game as an official map.

With the recent cascade update there is no longer a capture point unlock timer

@ShadowMan44 It is not. The map received a major redesign in 2020 which included a new art pass, but the layout is entirely original.

Thanks for making this map! I downloaded the .bsp file to run this map on a server but a couple of the textures won't render (Basically the whole interior of the spawn and the spawn side of the second building). This is what I get in steamcmd when starting the server:
