DISCLAMER: I'm not a modder, I just did some very slightly educated guesses and trials and errors, but this worked
1) Download to the vanilla version of this mod (id=650809111), the launcher does recognize this version although there are many missing textures and/or meshes in WOTC
2) Change the name of the file in the root folder to "WOTC_JsleezysRepurposedGear.XComMod"
3) Separately downoald this mod (id=1132838346) and move its 5 folders to the vanilla version mod folder (and overwrite the ones already there).

Mod's not changed in more than 4 years. Do you have WotC?
Try deleting:
My Games\XCOM2 War of the Chosen\XComGame\CookedPCConsole\LocalShaderCache-PC-D3D-SM4.upk
But it should be updated each time you start the game.

If I remember correctly that asset was in the game for females, just not being used. The only way to make it accessible to males would be to import it into Blender and size it correctly for male models and import it back into the game.
