Works fine for me, although I do have all the DLC so you could be correct. By the way, don't buy the DLC. Paradox is garbage and doesn't deserve any money for their efforts. Just stick with the 2018 anniversary edition available in the betas, as that was the real game that had tons of love poured into it by the original developers before the IP was sold.

So this has never worked. Im going to guess that you need ALL the DLC for this to work as theres probably some trigger for it instead of it being base game only.

i just installed the free dlc and cannot find the letter

Hi, I really needed that mod! I'm trying t give rehab chances to everyone, but some supermax are just unbearable. If the clemency is always 0 no matter what, does that mean that they're always under the clemency state allowance and you'll never be fined?

Death Row letter doesn't show up in staff menu...

I won't be fixing this mod as its working fine, for people that can't find the death row letter you need to have death row research done.

Ok so I just tried to execute him and got fined as well as the threat of being fired. Is this mod broken? It won't let me execute the people I made death row.

I just had one converted that had a 40% chance of clemency. Is it a guarentee that they're guilty and I can execute them even if they're over the 10% requirement?
