There [is] one on the Workshop somewhere. Trouble is the modder named the mod really poorly ("Bob's Stuff" kind of thing) and I failed to find it again last time someone asked a couple of weeks ago. IIRC it was released pre-WotC so my only suggestion is going through All Items starting from then and working back. :(

Thanks Dragon for clearing that up; was going to check it myself, however since this mod wasn't updated for a while and it has another name anyway (and works) I already assumed it was something else.

It's the mod now called "Full Camouflage Uniforms WotC", as well as renaming the label the mod author changed the ID.

I am getting a missing mod error since I added this mod. It says it is missing "worldcamouflage" mod. I assume that is this mod. That likely means there is a typo in either this mod somewhere or some other mod dependent on this mod? Anyway the game is very unhappy with "load anyway" because it mostly crashes.

The basic arms in the first pictures are vanilla; The rad looking pauldrons and the black underlay from the last couple pictures are from XCOM EU/EW Tier 1 ports by Mr Kablamm0fish.
