Развязка у них называется interchange, а перекрёсток - intersection.
I guess they had a cloverleaf that provided insufficient flowrate so they decided to add turbine ramps to ease traffic. I still find it confusing to drivers that are given two different options to go left. People may tend to use the first exit (the trubine ramp) rather than the loop.
I think it works like a clover turbine with two useless loops that they didnt demolish (you can see on the satellite images that very few people uses these loops).
Good point is if you miss the first exit you can take the second one ^^
And sorry, i wasn't blaming anyone work here, just pointing out this strange design ^^
