it is? i could have sworn i just pasted the new sound over a blank version of the old one in audacity, keeping the lengths the same, will fix when i can

The loud static is actually due to mismatched audio length.

Its a bug with l4d2 and custom sounds, try putting
snd_rebuildaudiocache
into your console. It will take some time so be prepared to wait

sometimes it randomly makes a loud static sound when i reload.
