I think I know the reason for this. If you've ever seen any behind the scenes photographs from the film (http://wikizilla.org) has plenty, you'll see that the LEDs and lightbulbs for the Godzilla suit were powered by a wire running up through the suit's tail. Could simply be that they couldn't get the wire to connect to anything in the tail, so they didn't put any lights there.

I never understood why only the front of his body was glowing orange in the film, but not the tail. (EXCLUDING THE SPINES). I understand why he was glowing, but why not the tail didn't have any glowing spots.
