I'm curious, what map script are you playing on? If you're using a map script mod, or something that messes with map generation, it's possible that it could be overriding this fix. Another culprit could be some simple XML mods which alter/redefine natural wonders. If so, try enabling this mod last (order matters) after others you think may be conflicting.

Especially deleting your temporary cache and ModUserData folders so the game creates fresh new ones.

Also, if interested, here's a link to a newer mod which also makes Krakatoa more likely to appear near islands and smaller landmasses, along with some optimzations and fixes for the Rock of Gibraltar and the Great Barrier Reef.

And, cookiemonster: Firaxis still hasn't implemented anything like this, so it certainly wouldn't be redundant if you decide to use it.
Was the wonder spawning in the oceans really a mistake?
you need to update your game it is out of date I uppdated and it fixed it,
It is beacuse the mod runs in the newest version.
