I think you'd need to edit one .ini file to change it, but I didn't really look into it because I like randomly generated one-mission rebels to have non-vanilla voices.
Check Alternative Mod Launcher https://github.com/X2CommunityCore/xcom2-launcher/releases/latest and see if that fixes it.
Also pretty cool mod
Now you can either select all SoundNode Wave files, right click and Bulk Export to Folder, edit them (just remember to not change their format) and then reimport them (import is right next to the folder icon you already used) OR
you can select all SoundCue, right click on them and change Volume Multiplier option.
After that, Ctrl+S to save the changes and hope I don't update the mod (I can promise I won't update it in 2019).
If you'd want to keep him as human and add SPARK, that's a bit more work - if you need that option, I guess I can look into my files and prepare some copy-paste lines for you to use.
AFAIK it will not give heroes any lines for their custom new skills because Firaxis decided to add new voicelines in different way and so far no modder "cracked" it, but heroes will talk when you move them around or go overwatch and such.

So, probably little chance.
From some perspective, not sure if they wouldn't feel too different to the lines from games - there's up to 20 years of difference between them on one hand and cartoons do have some "background noises" to them on the other.
