I spent over an hour running around last night, eating hearts in order to grind up werewolf perks naturally. I even killed a dragon.

and then two bandits killed me. I downloaded this mod a few minutes later, and wrapped up the achievement for werewolf perks tonight.

Problem: It has the same ID as the Crystal of the Damned, I am a Vampire-Werewolf, using mods I can become both, but I can't get the crystal of the lycanthrope, only the damned...

There is no progress, I stopped modding & playing for over 7 months.
I've just returned & with little time play video games or make mods.
So most requests won't be created at a fast pace, if not at all.
Your Request is appealing, so I will look into it, at some time.

Is there a chance that you can make a version that makes it some sort of rare loot rather than something craftable, in my opinion being able to craft it is a little overpowered

Yes because dawnguard gives you the upgradeable perk system
