I'd rather not do the 'download absolutely everything and wait ten minutes for packages to enumerate every time the game starts up' thing.

Lol dunno, it was ages ago. Best if you download absolutely everything from the URP, this way everything on the workshop should work.

As you can see upwards, this level is part of the Survival Megapack. If you check that, you can see that the Ultimate Resource Pack is linked to it. It's a large pack, but most survival levels on the workshop need it.

Do you have the DLC? It might be because of that.
