i dunno, maybe like:

Upon use, apply for 20 seconds:
+100% building speed
+15% metal cost to buildings built while under its effect
Buildings built during its effect period take 10% damage to its health every 3 seconds(time and damage are variable). Building cannot be destroyed by this damage. Building damage over time ceases upon full repair.

this would allow quick builds but require real skill to keep the building up and running long enough to serve a purpose.

(good) +20% Movement Speed
(bad) +40% Rotate Speed

This would allow quick movement but will be bad for fighting as you would rotate your camera too fast alot because you are not used tto teh speed

as a correction to my last idea:
-75%damage
when drunk grants +100% movement speed OR can pour on enemy and acts like jarate, but half as long.

Sparky's idea is good. What about a wrench replacement that burns for 2 seconds? Makes spyspotting easier for a short amount of time. Coffee IS hot after all..
