Fixed an oversight where changing your ideology before winning the German Civil War prevented Pomerania and the German Fleet being resolved.
France's League of Nations NFs are now much quicker to complete but the latter proposals require voting to finish on earlier ones, so the chain tends to end later
Field Exercises NF (awards the Modern Army idea) now gives an extra starting level to generated Generals
