Did a handful of small minor tweaks

-Fixed issue with debris not spawning
-Armor requirements for DR no longer spike at all
-Tweaked some weapon balancing, Kinetic Artillary now has a small version
-Regenerative hull tissue will now spawn like a regular tech and does not have to be reverse engineered
-Removed several redundant files

Fixed issue with Machine Empire and Materialist Fallen Empires not having fleets

Uploaded updated localisation files, updated admirals (Nervous added, Trickster now has a FTL wind up time reduction instead of a combat speed buff), and updated frigate/carrier assembly yards

Big update for 1.8 content. Notable changes include:
-Buff to PD
-Removed flak
-Buffed strikecraft health to account for PD buff
-Buffed stationary military stations
-Updated FE/AFE ships to bring them back to vanilla standards

-Completely overhauled weapons and fighters after seeing Doomwarrior's work
