Fixed some issues with focuses requiring you to control Spanish states and recourses appearing in Spain instead of Texas.

Note: There is a bug when you are attempting to crush the partisans. I have looked into it and it seems to work fine for me, will be doing some further testing later, if you are experiencing issues please report them and give me some details.
