- Reworked Bolivar's UA slightly
> Libertador Points are now attained from Combat as well as from Suzerainity, but no longer from Paisa Towns. This was done to balance the amount of Libertador Points expected every turn.
> As part of this different Libertadores are now assigned to different eras (Renaissance and Modern respectively). This way, the first Libertadores you earn will require less points and the cost will scale through the eras. This also fixes an issue that prevented getting more Libertadores when going past the Industrial Era. (They will still be locked upon reaching Atomic era, this is intended however)
> Instead of receiving a flat amount of Libertador points during Liberation wars, Liberation wars now just increase the amount of points achieved through the other means; this is so Liberation Wars feel like a huge boost to Libertadores generation.
> Fixed an issue that prevented the player to get more than 8 Libertadores.

- Slight rework to Colombia's UA
> Instead of Gold, now earns +1 Culture from Envoys, for balance reasons but also to keep the civ thematically right.

- Updated the Mod so its finally compatible with the Fall Patch.
> Aside from compatibility fixes, added a unique Libertador art for the new Great Person screen.
- Allies no longer get Libertador Points. And Libertadores can't be obtained with patronage.
> Added a Leu_Settings.sql file in the mod folder to re-enable the possibility of other players getting Libertadores.
