-Added a new custom Start Screen for the empire.

-Now the AI shouldn't be capable of researching the custom technologies.

Minor species name detail fixed

This new update includes 2 new technologies:

Dark Energy Fields: +3000 energy storage
Pre-Requisites: Galactic Adminsitration, Power Plant IV

Union Protocol: Citadel: Unrest -5, Influence/month +1
Pre-Requisites: Galactic Administration, Dark Energy Fields

This technologies are pre-requisites themselves for a new building

Union Citadel(Upgrade for Empire Capital Complex): +30 energy, +5 unity
Pre-Requisites: Galactic Administration, Dark Energy Fields, Union Protocol: Citadel

Right now the AI can research these technologies and do their own citadel, this is only temporary, I will look for a way to make them more Union-exclusive like it should be.

Empire emblem bug "fixed", the scripted empire will be removed while looking for a way to fix it, this is only temporary.

The custom civics are still there though.
