Fix compatibility with Planetary Diversity. It respawns ideal planets again and fix prevents that.

Update for new synthetic empires. They report nothing in 'is_ideal_planet_class' effect for all planets, so mod didn't remove ideal planets nearby, not it works with different mechanics.
