rewrote some code, fixed non-hosts not regenerating to configured max health, (hopefully) fixed all the stuff I broke in previous updates

for some reason the script got duplicated, I hope pushing it again will fix it

whoops i guess testing updates before pushing them is better

removed code that was not supposed to be there, presumably the maxhealth cvar now works for every player
