Fixed National Purity agenda, now correctly increases influence gain by 10% (wrong coding by Paradox).

National Agenda policies will only appear after seleting an agenda for your starting ruler (to avoid conflicts).

Bug fixed: Democracy and Hivemind will no longer receive starting agenda events.

You can now choose agendas for subsequent rulers by setting policies.

Select agenda for your starting ruler.

Rulers will slowly level up, once they reach level 5, they will gain a selectable bonus trait.
