Reworked world war definitions
Also made sure that neighbour will not go to war with you for a year after you've demobilized, regardless if those countries were in the world war.
Fixed some localisation
Added an option at the start of the game which allows you to choose what a world war is

- Added an option at the start of the game which allows you to set the amount of world tension after a world war

- Tweaked the game so that events pop up more reliably, should reduce the amount of bugs.
- Less troops are disbanded (75% -> 60%)
- Less factories removed (3 in every state that had >=3 factories -> 1 in every state that has factories)
- Reduced the amount of events running in the background
- Increased world tension post world war (0% -> 25%)

If you are currently in a peacetime process, then I recommend you to load an earlier autosave to reduce the risk of bugs.
