Varelse Hegemony now starts with t3 tech

Added new traits for leaders, changed old
Discovery starting ruler now admiral
Enabled general hire chance after army recruited for leader module
Manipulative now add opinion minus to rivals

Total war tech now unlock ability to make rival non bordering empires
New option to total war

Added allow all edict to population module
Adjusted triggers to new difficulty system
After assimilation by brainworm pop will lose some modifiers
