  • Cities now start with 2 population.
  • Encampment District can not be built next to cities.

Units
  • All land and naval military units (except Scouts) now consume a population to build.

Policies
  • The military policies that boost unit production now also boost city growth.
  • Military policies no longer boost ranged unit production. Instead they boost anti-cavalry production.

Districts
  • New adjacency effects for all Districts.

Buildings
  • Harbor buildings (Lighthouse, Shipyard, Seaport) all boost Finishing Boats.
  • Barracks provides: +3 Production from Iron and Niter.
  • Stable provides: +3 Production from Horses.
  • Workshop provides: +3 Production from Coal, Oil and Uranium.
