One of the worlds tiniest edits: rounded tier 0 stuff (whatever that stuff is) to have a defense rating of 2 rather than 2.2

Increased the protection of Tier 1 armor from 10 to 12, and modified all other tiers to reflect this new scale.
I also corrected some stuff in the description.

For those of you that actually read these change notes, this update only adds some compatability with my upcoming 'Extended Damage' standalone addon for Difficulty+. I also updated the description, while I was at it.
