Fixed a script syntax error

* Outlying vassals now go independent first. This makes it less likely that the dying ruler will emergency-revoke the wrong county (but it's still possible for partially-connected and partially-disconnected vassals)
* Fix badness (including iloop) with emergency revoke by letting outlying vassals go independent before losing demesne counties.
* Restructured the demesne loss script to avoid using a fragile loop
* Viceroyalties are never destroyed (was previously possible when a feudal king held a viceroyalty duchy)
* Holy order vassals can no longer become independent due to being disconnected from their liege
* Western Protectorate is always connected to eastern-edge provinces
* Dying barons are no longer excluded
* Newly created rulers now have correct caste (dharmic religions)
* Default sea-connections rule for new games is now "two sea zones".
* More in-game messages. You will be notified in most cases if you lose a vassal or gain a new one due to EI.
* Less spammy logging (for mod authors)

Adds "Game Rules" to allow sea connections. The options are: none, one sea zone, two sea zones, or all ports. Game Rules can be selected when you begin a new game.
